Program Analyst – Sr. Scheduler Program Controls Section

Responsible for maintaining Army Corps of Engineers P2/P3e/P6 Web Project Schedules and Budgets. Working along with PDT Members and Project Managers to create, maintain and update P2/P3e/P6 Web schedule data and budget changes. I maintain the largest MEGA project in the South Atlantic Division, Herbert Hoover Dike. As a Sr. Scheduler, I have the responsibility of training and assisting the staff schedulers in P2/P3e/P6 Web, Business Objects and Oracle Project. I assist in guiding new Project Managers on schedule methodology, details and how-to's for creating schedule tasks and maintaining project performance using Corps P2 schedule standards. Perform Quality Control checks and reporting on all P2/P3e/P6 Web schedules. Update Corps financial system (CEFMS) with changes and verify funds availability. As P2 Coordinator I assist in Data Control for the P2/P3e/P6 Web scheduling software and guidance processes. As well as maintain and communicate up-to-date guidance, changes and program controls issues for P2, P3e and Oracle Project. Managed the construction crews in staffing, union issues, payroll and HR support as well as safety training and implementation. Accomplishments include:

- Increased profit margins by 6% on current crossing projects.

- Implemented new procedures in budgeting/forecasting and scheduling which brought about increased productivity and increased profits.

- Trainer for over 200 rail employees for Roadway Worker Safety

 

Project/Contract Administrator (2001 to 2003)

Promoted to Project/Contract Administrator. Managed of all Short Line Railroad crossing contracts to ensure that each department delivered the complete project on schedule and within budget. Reported monthly financial and schedules to the VP of Operations and CEO. Created and maintained all DOT and Short Line contract project P3 schedules with information from each department. Acted as fleet manager, which included licensing, renewing, certifying and maintaining all company vehicles and equipment. Responsible to Train/Teach all rail employees on Roadway Worker Safety, required by all rail lines. This is in addition to the responsibilities I had as Logistics Coordinator.

 

Logistics Coordinator (2000 to 2001)

Promoted to Logistics Coordinator. Scheduled all field crews including travel, transportation and equipment to complete all construction projects. Acted as the liaison between field crews and office personnel. Participated in Union contract negotiations and grievances. Other responsibilities included developing and maintaining project Primavera schedules and acted as Administrative Assistant for the Operations Department and scheduled company wide travel arrangements.

 

Application Engineer (1997 to 2000)

Performed application engineering including crossing/signal design, creation of bill of materials, and railroad estimates for pole line projects. Pulled project design tracings, checked in/out CADD files, assisted in researching existing signal equipment and engineering project distribution at completion. Assisted in creating wire tags in our production shop, created ISO documentation, railroad manual distribution and performed other administrative functions as needed.

 

Computer Aided Design Drafter (CADD) (1994 to 1997)

Created CADD drawings for Design Engineers. Assisted in creating company CADD templates for design as well as cells for the CADD process. Pulled project design tracings, checked in/out CADD files, and engineering project distribution at completion. Assisted in creating ISO documentation and performed other administrative functions.
